It is appropriate at this time in the history and development of the United States and the entire world, which the next President of the United States comes from a business career rather than a legal or political career. The correctness of this now well detailed paradigm can be easily examined.

In 1992, Mr. Ross Perot demonstrated that the voter electorate will seriously consider a Presidential candidate that is something different from an established political party polarized politician.

The effort to rekindle popular faith in the Presidency will not require a leap of faith. It will require a Presidential Presence with experience in business methods of empowering leadership. Such a person is simply not cultivated within the proletariat of our entrenched career political system.

Presidential Executive Presence. In 1996, issues of honesty and integrity will be foremost, not political experience. In-depth leadership insight, a solid national plan and the ability to identify irrefutable available resources of people and materials will provide the hope and fuel to propel this voter Presidential referendum. The highest integrity based on a record of demonstrated personal conduct must be where the line in the sand is drawn.

The White House, Washington, D.C., 15 January, 1995 It must be discouraged that the President, as a member of a political party, would meet in private seclusion with members of that party to plan the demise of any other party’s platform. Such conduct should be popularly considered as an overly partisan act by a President who must be expected to represent everyone equally.

The solution is found in a high quality candidate with people leadership. Therefore, it is time that the Presidency of the United States must be, a not politically polarized position. A President belonging to a particular political party may be unavoidable, but Presidential conduct must not be the polarized antithesis of other legislative propositions or doctrines.

Therefore, the following tenet is concluded. A not politically polarized President of the United States is required to guide this country and, by example, the entire world, into the next century. World leadership is in unprecedented disarray and confusion. When we get “our house” in order, the United States will lead the world into the next millennium. Demonstrating personal and national existentialism, we can empower the world by demonstrating the inner strength of self reliance.

Such a President would have the vision and experience to take a new, primary and active responsibility to identify, encourage and nurture the development of existing and future governmental leaders. The primary responsibility of the President will be to legitimize by demonstration, the leadership qualities of integrity and courage in those citizens who would commit themselves to work and serve in public office. This requires a President who would rather risk telling the voters what they need to hear, with integrity, when it is the truth, than to tell them something safe to retain the gilded office.

This bold statement and the correctness of this detailed paradigm is emphasized in the following points.

No politically polarized President can direct the Federal Government as an outsider to malfeasant political process. It can only be accomplished by a Presidential persona with a deep, nearly spiritual, entrepreneurial, “the company (country) wins if the customer (taxpayer) wins”, business and team building mentality.

A brief personal reflection covering the last six years of missing United States Presidential leadership has aroused an angry electorate. Civic organizations of all kinds, like United-We-Stand-America, are promoting sweeping Congressional elections, which are washing the political pollution from Capital Hill like tidal waves.

The primary role of the 1996 President of the United States (and future Presidents) will no longer emphasize the drafting of legislative program content. The singular outstanding responsibility of our President must be to define, develop and implement the inspirational process by which new leadership will step forward to take the reins of a United States Federal Government that will be much more of a participatory government than a representative government.

There are many actions that a visionary United States President will do to promote the development of a participatory government of this NEW United States of America.

Explicit actions of a magnanimous President as a true leader would include; (briefly)

1. Stand down from the historical established position as the polarized symbol of the political party “in-power”. Perform the many well-defined non-partisan actions that would preclude the alienation of groups and persons who promote contrary but responsible positions.

2. Define, propose and champion the creation of a process for a national focus and formal recognition of the role of civic activists as the leaders of societal change. Developing Federally encouraged civilian activist programs through cooperatives with local alternative programs or distant allied programs. Provide formal status for service in Congressional oversight functions.

3. Define and achieve an equitable and responsible national taxation system. The current IRS system is discriminatory at best and economically repressive at worst. A consumption taxation system is considered the responsible replacement by many economists and civic organizations. The ability to gather and process financial data, from all consumption financial transactions, in real time, with individual encryption security, safe from government and/or commercial misuse is required while maintaining absolute personal control.

4. Lawlessness is the national problem that everyone agrees upon. Too often, creative conformance to the letter-of-the-law is possible at the expense of the spirit-of-the-law and with suffering of innocent people. There is an existing, historic legal system to resolve this destructive and growing problem.

5. Congress is the legislative representative of the people. Congress must be subject to the people’s remedy in a time frame less than the next election cycle and in ways that circumvent the power of that office to avoid redress by the people. As the military is subject to immediate supervision by a civilian (non-military) Commander-in-Chief, the political Congress must be subject to immediate supervision by a civic (non-political) authority.

6. Create a formal caucus, by Presidential Executive Order, consisting of all Freshman Congressman, regardless of political party, and each of the United States Vice Presidents, as appropriate to the issue, to meet together on a weekly schedule, reflecting the explicit voter mandate of Congressional Freshman, to emphasize responsible personal conduct and deployment of bipartisan legislation to moderate the power of the politically polarized, standing congressional committee structure in Congress.

7. Define and champion a formal, legislation ally empowered Federal/State congress consisting of all State Governors, one of the United States Vice Presidents and a select committee of academic leaders. This Congress of Federated States would define the mandate and content of legislation (federal and state) that would correct current and potential inequities in federal and states-rights issues, responsibilities and authorities.

8. The demands on the Executive Branch have dramatically expanded from two hundred years ago. The President should define and propose a constitutionally amended Executive Branch consisting of a President and multiple Vice-Presidents (perhaps as a super Cabinet). Each Vice-President with defined, specific constitutional operational responsibilities and authorities.

9. Accept from the Federal Congress an official list of potential Cabinet, Judicial and Ambassadorship appointees. Such a list would carry explicit Senatorial pre-approval. While not a mandate for Presidential appointment, the list would be a highly visible manifesto of Congressional political nepotism or responsible insight fullness. Presidential selection of any such recommended persons would imply a voluntary shared responsibility with the resultant potential for decreased Federal inter-branch conflict.

10. While it is not possible for the President to meet every person in the United States, it is possible to create a formal procedure to provide a process for the opportunity and there are several possibilities for this.

While it may seem difficult if not impossible for such a Federal paradigm to be adopted, there are many conclusive examples that history can make the seemingly impossible come true.

• Who would have believed that in 1974 the United States would have a President and a Vice-President that neither had been voted for by the electorate?

• Who would have believed that in 1991 the Soviet Union would cease to exist and that the President of the United States would lament its passing, as creating a de-stabilizing danger to international security?

• Who would have believed that in 1994 the United States would have a President that for the first time in the two hundred year history of our country would necessitate a legal examination if the President can be sued for illegal conduct committed prior to his election?

The effort to kindle (rekindle may be too generous) the electorate faith in the entire Federal Government will not require a leap of faith. It will require this new Federal Paradigm to correct entrenched Federal malfeasance and an open mind not to surrender the possibility of a comprehensive solution simply because of the enormous magnitude of the problem.

The US approaches a critical intersection in history. The results of the 1996 United States Presidential election could empower the world and the future of mankind with an impact greater than the sum of all the revolutions that have changed the names on the map of Europe.

iii. The Communications President: Interactive Dialog

In particular, to be effective as this eclectic, next century President, the source for the required behavior is found within the training and experience of a business background. Expressly from a leader with a deep, nearly spiritual, entrepreneurial, “the company (country) wins if the customer (taxpayer) wins”-business and team building mentality.

How to get there from here!!!!?

A Presidential candidate, from the U.S. international business sector and specifically from the entrepreneurial information communications industry would have an important advantage.

Only an entrepreneur with this industry background could inspire and focus the collective imagination of the 60 million professionals, apostles and disciples in this industry with the vision of a communications United States President. These are the people at the MicroSoft(s) and Interop(s), editors of the Information Week(s) and PC World(s) and travelers on the Internet and WWW. Specifically, as telecommunications technologies enables us to share information at the speed of thought (or at least as fast as ATM over SONET), only a leader with this industry background could have the deep abiding convictions in the vital societal importance of real-time information sharing that arise from personal contributions to the industry.

How it will be communicated.

Initial market penetration will be coordinated among publishers and editors of telecommunication, computer network magazines and periodicals. Publication schedules for coordinated consistent information will be synchronized with existing Internet and WWW “browsers” like Mosaic and new pioneering communications service providers such as Internet Multicasting Service in Washington, DC.

The use of the Internet for marketing and PR purposes is currently in its infancy. Access to this system is growing at an increasingly rapid pace. An in-depth mapping of the Internet communications servers prior to each states 1996 primary elections will be developed to prepare for a distribution of the presidential vision, agenda and implementation plan. This will create the issue of importance to the voter. It will demonstrate leadership by both the plans content as well as the plans implementation process. Use of the Internet for information distribution instead of expensive negative media campaigns intended to discredit other candidates will be legitimized by its popular qualities.

This candidacy would be publicized in editorial content by telecommunications and computer industry periodicals and championed by the 60 million Internet members and the telecommunications industry leaders and workers.

Those persons who communicate via the Internet and those people who receive much of their daily information and news from the communications industry magazines and newspapers will start a tidal wave of information.

Such a President would have the vision and experience to take a new, primary and active responsibility to identify, encourage and nurture the development of existing and future governmental leaders. The primary responsibility of the President will be to legitimize by demonstration, the leadership qualities of integrity and courage in those citizens who would commit themselves to work and serve in public office. This requires a President who would rather risk telling the voters what they need to hear, with integrity, when it is the truth, than to tell them something safe to retain the gilded office.

The Internet is the communications vehicle to deliver the information for a popular voter referendum. Its members and the communications industry, could catapult a visionary leader into national recognition. This necessary national recognition and acclaim would be accomplished at a greatly reduced cost with subsequent approval by the general electorate.

Real time, gathering and distribution of data, from all consumer financial transactions, with individual encryption security, safe from government and commercial interests, control or manipulation, is the communications network application that can eliminate repressive Federal Income Taxes. Such a vision can only be championed by Presidential persona with a marketing mentality derived from within the electronic communications industry.

There is a great resource of energy and knowledge in all those who have resigned from their federal government position to emphasize their contempt for massive manipulation of the general electorate by malfeasant self-serving rulers. Rulers may be effective in creating and driving the government created and mandated dictates, but not in orchestrating societal solutions that are in harmony with the advancement of our nation or civilization. Thus courageously demonstrating their moral ideals and personal integrity in the service of the Federal Government by their refusal to continue to support subversive policies in government.

By gaining the support of these past Federal employees of integrity by promoting a Presidential candidate with demonstrated integrity and statesmanship true leader qualities by their return to employment and their service to the Federal Government, the u se of their valuable experience in the operation and management of the Federal Government infrastructure will MORE than balance whatever might be the lack of political office experience of such a Presidential candidate.

The difference between a steamship and a sailing ship, as it moves through the water, is an illustration of this process.

A steamship pushes its way through the water born on powerful engines. Battling each wave and thundering its way to its designation unmindful of its environment of wind and water, it pushes forward. A sailing ship is one with its environment. Tacking a long its course, in harmony with the movement of the waves, carried by the winds life energies. Not dictating its movement over its environment but becoming part of the environment and with a plan and with expert sailors who enjoy the process. Collectively, they guide and propel the ship to its berth over a voyage that was as humanly beneficial as the arrival itself.

Publicize the intent to identify and encourage such estranged and diverse persons to rally together and document an actual Magna Carta for federal operation with specific existing federal organizational deficiencies identified, examined and evaluated with exact goals, milestones and timetables established, ratified by popular acclaim, and implemented by a new capital hill congressional team consisting of freshman representatives and senators united by a presidential created and sponsored caucus.

This Magna Carta will specifically target the examination of all domestic programs that would regulate civilian conduct and transfer those organizational and management efforts that could better performed by civilian organizations. What do you want your Federal Government to pay for? (Don’t fix the blame, fix the problem)

Many people argue about what national issues the Federal Government should legislate. The for or against clamor of overly confrontational, retrogressive civil activists. A list of examples includes; abortion, Bosnia, gays in the military, Haiti, health care, Iran, organized labor, presidential line item veto power These are examined in additional available documentation.

The subject is better examined by understanding what voters would pay for out of their own pocket instead of what they would spend somebody else’s money on. (This is the lesson for health care reform).

Have an exit pool after major elections. The questions would be prepared to define what people would open their own wallet to pay for. All persons who presented their voter ballot receipt or absentee ballot receipt would participate. Each person would be given a questioner with a list of categories of things the Federal Government spends money on. The questions would be developed by many participating civilian organizations to ensure the list is comprehensive and meaningful without being too difficult to understand or too time consuming. The contents of the questioner would be printed by newspapers ahead of time.

Perform the many well defined non-partisan actions that would preclude the alienation of groups and persons who promote contrary but responsible positions.

This historical perspective is disruptive to our new essential existentialist national bipartisan process.

It is unacceptable that a United States President as a member of one political party should meet in private seclusion with members of said party to contrive the overthrow of another parties platform and leaders.

Such conduct should be popularly considered as treasonous. A company president with a marketing background dare not be polarized against fundamental, corporate engineering or manufacturing positions. The shareholders of a corporation would rile against such mismanagement and taxpayers must be equally as outraged.

It is time that the Presidency of the United States must be, a not politically polarized position. A President belonging to a particular political party may be unavoidable, but Presidential conduct must not be the polarized antithesis of other legislative propositions or doctrines.

Champion a national focus to define and propose a process for the formal recognition of the role of civic leadership as the locus of societal change. There are many issues in our society that require separating the symptoms from the disease. Examples of recent issues include; civil rights, avoiding the draft and Vietnam. Current examples include; sexual preference of military recruits, affirmative action, abortion rights and militia groups. As the Constitution of the United States proclaims the power is in the people, civic leadership should be promoted as the aspiration of affirmative action. The President should officially advocate civic activist programs through cooperatives with local alternative programs or nationally allied programs. Formal recognition and encouragement of civic, Congressional oversight groups must be developed.

As temporal issues flash through the attention span of citizen activists, irrefutable available resources of people and materials are identified and utilized. Increasingly so, growing numbers of younger Americans are finding personal success and satisfaction in socially active organizations.

Such organizations are the extended families and communities of social activists. This could be the new and powerful description for Affirmative Action in the United States. It is a personal voyage from myopic personal isolationism to enlightened values. In this brave new America, the sense of family and community is partially lost in our freedom of education and mobility. The values of justice and compassion are nurtured in these new communities. This is the natural evolution and course of educated humanity.

The goal of Federal franchisement must be the promotion of personal awareness that greater and more beneficial social changes will occur through collaborative synergy rather than confrontational pressures. Abhorrent social behavior is often rooted in instincts for survival rather than in defiance of social morals and values. Thus, confrontational pressures to force others to change their conduct will fail with often violently and catastrophically results.

Guidance into constructive rather than confrontive methods of activism. Expanding professional awareness in personal exchange by building personal networks, understanding change in society and opportunities for personal development will bestow public approval on citizen activism. Resultant defused frustrations with perceived societal inequities will yield the application of these irrefutable available resources of people and materials on problems instead of symptoms.

For workers, cross-training is job insurance. People learning to adept to change and keeping up with changes are more likely, than their inflexible peers, to secure and keep rewarding jobs. Social activism can yield valuable professional skills. There is unlimited information and teachers of these methods. They need to be fomented by Federal recognition and sponsorship. As a nation of existentialist, helping everyone else by ensuring never falling into dependency is a land of powerful people.

Communism failed as a social system because it endeavored to reduce all people to the lowest levels of personal achievement. An existentialist society will fulfill the creators vision by raising all people to elevated goals.

There is a valuable examination of social mediocrity in a closed society and social activism in an open society within the 2nd law of thermodynamics. In a closed social system, entropy expands until all social energy is waste heat with nothing available for social reaction. In an open social system, new energy sources and outlets provide for continual reactions as new social reagents are formed and redistributed.

3. Equitable Taxation: The Real-Time Data Solution

Define and achieve an equitable and responsible national taxation system. The current IRS system is discriminatory at best and economically repressive at worst. A consumption taxation system is considered the responsible replacement by many economists and civic organizations. The ability to gather and process financial data, from all consumption financial transactions, in real time, with individual encryption security, safe from government and/or commercial misuse is required while maintaining absolute personal control.

We can eliminate the IRS as an income taxing authority and replace it with a consumption tax process authority. We can change from a Federal income taxation base to a consumption taxation base with the implementation of a hybrid electronic cash transaction system. It will be possible with a telecommunication system that can instantly move information from any one location to any other location. Much of the means to create and administer this system already exists, and the infallible security key will be the encryption of the “information agent” that never leaves the control of the consumer. Previously, this has not been collectively identified as the comprehensive solution.

Tracking the taxpayer’s progress in satisfying his financial responsibility in support of his government and the taxpayers reporting process could resemble the airline industries mileage reporting systems but with a telecommunications interface. This transition from income base to consumption base is a process to be enacted over several years, and national fiscal responsibility will be our reward.

Real time, gathering and distribution of data, from all consumer financial transactions, with individual encryption security, safe from government and commercial interests, control or manipulation, is the communications network application that can eliminate repressive Federal Income Taxes. It can only be championed by Presidential persona with a marketing mentality derived from within the electronic communications industry.

This will provide the means to implement an electronic cash society, passport quality citizenship identification and personally monitored equitable distribution of social resources. It will be the harbinger of nothing less than the elimination of the IRS as an income taxing authority and replace it with a Federal consumption tax base process to eradicate the National Debt.

Additional benefits include implicit and familiar methods for irrefutable citizenship identification and application of social system service guarantees with the power of personally scrutinized tax distributions similar to California’s real property taxation distribution system.

The complete definition and implementation of a Federally endorsed but privately built, maintained and operated, telecommunications infrastructure will be the solution to these and other societal problems! Endorsed by the President, the means should be developed and proposed by a delegation of academic, legal and civic members.

4. Lawlessness: The Entrenched Legal Anarchy

Lawlessness is the national problem that everyone agrees upon. Too often, creative conformance to the letter-of-the-law is possible at the expense of the spirit-of-the-law and with suffering of innocent people. There is an existing legal system to resolve this destructive and growing problem.

Define lawlessness as a national virus. Conformance to the letter-of-the-law provides many loop-holes that clever criminals use to evade the intent of responsible legislation. There are existing legal variations to conquer this destructive and growing problem.

The United States is governed by a legal system defined as COMMON LAW. A branch of law called EQUITY LAW is a supplement to common law. The work of a court of equity is justified by the argument that rules of law must of necessity be general, but that circumstances are infinitely variable and require that in some cases the strict letter of the law be set aside to avoid injustice or a result contrary to reason.

The judgment of a common-law court is either for a plaintiff or for a defendant: one party wins, the other loses. But in an equity court the plaintiff might secure a general relief recognizing his rights and at the same time be required to fulfill some obligation to the defendant. As common-law courts are inflexible, equity courts could fill a need. Equity is supplemental to common law, it does not contradict it. Currently, the United States provides for one action at law and equity.

Endorsed by the President, the merits of alternative legal redress should be investigated by a forum of civic, academic and legal professionals as an official civic activist program.

5. Congressional Supervision: The Peoples Responsibility

Congress is the legislative representative of the people. Congress must be subject to the people’s remedy in a time frame less than the next election cycle and in ways that circumvent the power of that office to avoid redress by the people. As the military is subject to immediate supervision by a civilian (non-military) Commander-in-Chief, the political Congress must be subject to immediate supervision by a civic (non-political) authority.

The political Congress, the legislative representative of the people, must be subject to immediate supervision and redress by a civilian (non-political) operative. This could take the form of an oversight cabinet who will examine the conduct of legislators that they cannot act nefariously without impunity. It will provide for a more active roll for people to become involved in the operation of the Federal Government. This civilian court would constantly examine the actions and conduct of each legislator, provide a forum where they can share their views and what and how they are attempting to resolve issues and provide for the general well-being of their districts and the over-all needs of the country.

This Congressional oversight forum consisting of a popular council of civic activists, professional and academic persons. By Presidential Executive Order, a civic activist program should be convened to define, outline and franchise a formal, civic administered, congressional monitoring oversight process.

6. Congressional Caucus: The Electorate Mandate

By Presidential Executive Order, create a formal caucus consisting of all Freshman Congressmen, regardless of political party, and each of the United States Vice Presidents, as appropriate to the issue, to meet together on a weekly schedule, reflecting the explicit voter mandate of Congressional Freshman, to emphasize responsible personal conduct and deployment of bipartisan legislation to moderate the power of the politically polarized, standing congressional committee structure in Congress.

This caucus is a powerful tool to implement the will of the people. The issue of legislation imposed term limits becomes a diminished point when congress is operated by visionary bipartisan Congressional Freshman. In the future, Senators and Representatives might be distinguished by reference to elected status as FRESHMAN or LAME-DUCK instead of as a Democrat or a Republican. The valued and respected previous legislators are available as freshman mentors and for domestic and international commerce development, other legislative or executive branch challenges and responsibilities. Their career becomes one of growth and development.

The expelled nefarious politicians, a liability to their congressional district, are summarily and permanently politically decommissioned. Recently there are several examples of this consequence for fallen legislators.

This Federal caucus would develop, propose and enact formal Federal legislation for its own sustained legal congressional franchisement.

7. Federal/State Congress: President/Governor Teleconference Collaboration

Define and champion a formal, legislation ally empowered Federal/State congress consisting of all State Governors, one of the United States Vice Presidents and a select committee of academic leaders. This Congress of State Governors would define the mandate and content of legislation (federal and state) that would correct current and potential inequities in federal and states-rights issues, responsibilities and authorities.

The collection of all fifty State Governors in one room on a weekly basis is impossible. Existing video conference technology would create a virtual meeting hall environment for scheduled conferences without each Governor having to leave the State Capital.

The Congress of State Governors will operate as a virtual assembly. The fifty State Governors will participate in a live multi-point video conference environment. This live video network would be moderated by a forum leader who would recognize each speaker, similar to other legislative organizations. Each recognized speaker would then come on-screen to all Governors. Concurrently, groups of two or more Governors could consult in separate conference, as desired, while still following the presentation of the recognized speaker. The separate conference function would be available twenty-four hours.

This interactive video conference infrastructure is the model for a more elaborate video conference network that would link together the US Federal offices in Washington DC with the American Embassies in each of the US trading countries.

This new Congress of State Governors will be prime mover of the approval process to gain passage of the Constitutional Amendment that will transform the Executive Branch of the Federal Government.

8. Executive Branch: The VP Super Cabinet Team

The demands on the Executive Branch have dramatically expanded from two hundred years ago. The President should define and propose a constitutionally amended Executive Branch consisting of a President and multiple Vice-Presidents (perhaps as a super Cabinet). Each Vice-President with defined, specific constitutional operational responsibilities and authorities.

The following is presented as a starting point in deliberations:

A President, CEO and Commander-in-Chief.

A Vice-President, COO, CFO – The head of fiscal responsibility management.

A domestic Vice-President – The head of a national legislation coordination and jurisdiction.

A foreign Vice-President – The head of international legislation coordination and jurisdiction.

The President, CEO would professionally challenge each of the three Vice Presidents to perform in such ways as to develop and expose their leadership potential for consideration as future Presidential material.

The redistribution of Federal Jurisdiction, authority and responsibilities is comprehensive and under development. The currently collected material to explain this approach is already the size of a doctoral thesis. However, additional information from political science sources is required for completion.

9. Ambassadors et al: Mutual Respect on Capital Hill

Accept from the Federal Congress an official list of potential Cabinet, Judicial and Ambassadorship appointees. Such a list would carry explicit Senatorial ratification. While not a mandate for Presidential appointment, the list would be a highly visible manifesto of Congressional political pandered nepotism or responsible insight fullness.

Presidential appointments are criticized if ill considered and criticized if delayed. As in personal networking, a larger field of candidates is available if wider sources of relationships are considered. When the Executive Branch of the government is built from eclectic sources, mutual respect will reduce conflict.

Congressional nominations reflecting nepotistic political pandering would create a feeding frenzy among the Capital Hill Press Corps. Or, Congress could use the opportunity to earn lost respect with the electorate by their wise selection and endorsement of new bipartisan Federal leaders.

Presidential selection of any such recommended persons would imply a voluntary shared power with the resultant potential for decreased Federal inter-branch conflict.

10. Presidential Rapport: The Relationship with America

While it is not possible for the President to meet every person in the United States, it is possible to create a formal procedure to provide a process for the opportunity and there are several possibilities for this.

It must be an ongoing effort to build a synergy with as many of the electorate voter as possible. In addition, it is apropos to develop a national solidarity by evoking a feeling of familiarity based on similar shared arduous but rewarding experiences. Presidential endorsement and participation is required.

Rapport with the People – Come meet the President, whoever you are is an offer that could create a bond between President and People the likes of which has not existed since George Washington. There should be some means by which the US citizens might seek to address the President.

Of the 41 Presidents of the United States who have died, not all of their resting places are popularly known or cared for. Perhaps such a meeting might require the act of visiting each of the publicly available Presidential burial sites and performing some act of improvement or restoration. That all Presidential burial sites are not well cared for does not reflect well on the history of this country and the struggles of its citizens. Additionally, such a program might help promote our general responsibility to honor our mothers and fathers.

Rapport with the Press – A President with a communications industry background could create an exceptional relationship with the press. First, by using the telecommunications industry news infrastructure to promote a “favorite-son”, popular acclaim. Mainstream media and the general populace would begin to look for lead news from the telecommunications media sector. Second, there could be heightened interest and respect for telecommunications pioneers and company leaders with increased mainstream news examining telecommunications implications on society.

iiiii Believers+Beliefs=Behavior: The Future will never be the same

While these ten explicit actions may seem impossible to implement, there are many conclusive examples that history can make the seemingly impossible become Presidential reality.

Who would have believed that in 1974 the United States would have a President and a Vice-President that neither had been voted for by the electorate!

Who would have believed that in 1991 the Soviet Union would cease to exist and that the President of the United States would call the passing of the Cold War a threat to international security!

Who would have believed that in 1994 the United States would have a President that for the first time in the two hundred year history of our country would necessitate an examination of the Constitution to determine if the President can be sued for illegal conduct committed prior to election as President!

To accept the potential for a new kind of President to really lead us into a stronger United States will not require a leap of faith. Simply an open mind to not surrender the possibility of comprehensive solutions simply because of the magnitude of the transition.

The US approaches a critical intersection in history. The results of the 1996 United States Presidential election could empower the world and the future of mankind with an impact greater than the sum of all the revolutions that have recently changed the names on the map of Europe. This will require a vision of the most well informed electorate in our two hundred year history, and you can start now.

There are dreams and there are visions.

A Dream is a fantasy. How life should be lived in a fair world of all good people. Dreams have no structure or substance, a mere hope for the future without a means for implementation.

A Vision is a plan to achieve valued results. With the means and the actions to accomplish it, measured with milestones and bench marks. Visions require strategic alliances based on consensus.
